A Return to American Excellence
Production budgets are under pressure. Costs in the major American filming markets (Los Angeles, New York, Chicago, Atlanta) keep rising. More pictures are being forced to shoot overseas as the infrastructure and economics to keep us home have not kept pace.
In fact, none of the top five preferred filming destinations for 2025-2026 were located in the United States proper.
But Greater Cleveland is the unexpected key to fixing this crisis of American industry. Ohio's Motion Picture Tax Credit returns up to 30%on qualified production expenditures. And even before incentives, $1M spent in Cleveland costs $1.21M in Atlanta, $1.49M in Chicago, $1.82M in Los Angeles, and $2.08M in New York City. On top of that, 60% of the North American population lives within a single day's drive.
Productions have already taken notice. In the 2024–2025 period, the Greater Cleveland Film Commission secured a combined $256.5 million in booked production budgets directed to the region. The Ohio Motion Picture Tax Credit has grown from an initial $10 million annual cap at inception to $75 million per year as of 2024, and applications have consistently exceeded available funding in every award round. In 2024, the Ohio Department of Development awarded over $80 million to support film and television projects statewide in a single year.
But Ohio has no Hollywood-caliber, purpose-built sound stage facility. Productions have consistently either relied on improvised facilities for controlled interior work, or left the state entirely. Notably, James Gunn's Superman (2025), which spent approximately $80 million in Ohio over six weeks of exterior location work in Cleveland and Cincinnati, conducted all controlled interior production in Atlanta.
Ingalls & Co. is building Creative Spaces as the capstone to Ohio's emerging industry position: the first provider of Hollywood-caliber, purpose-built sound stages in the State of Ohio. The 4.32-acre campus in Euclid sits fifteen minutes from downtown Cleveland, with direct access to I-90 and Cleveland Hopkins International Airport. Creative Spaces will be the anchor that keeps production jobs in Ohio, gives students hands-on experience in a professional facility, and provides a permanent home for Ohio film.

Creative Spaces is a purpose-built sound stage campus in Euclid, Ohio — fifteen minutes from downtown Cleveland, on I-90, near Cleveland Hopkins International Airport.

The Offering
Ingalls & Co. is raising up to $3.5 million through a Rule 506(c) offering under Regulation D. Open to accredited investors only.
